JOB SUMMARY:
Responsible for the general operation of the Hospital Laboratories Phlebotomy/Central Processing Area (CPA) departments for two or more Hospital Laboratories or one Hospital Laboratory with broad scope of services of assigned responsibility and oversight (i.e. OP patient collection centers/branch laboratories, AP processing, and/or other service lines). Coordinates the team efforts of all CLA/CPA services across assigned sites/services. Work with other CLA/CPA Supervisors and Leads to maintain staffing requirements to meet lab performance and quality expectations and specimen turn-around time for each site and/or service line. Coordinate these activities across sites and services assigned, and work in close collaboration with other areas of the organization and with internal and external customers to ensure that issues are addressed and resolved in a timely manner and service expectations are met.
ESSENTIAL FUNCTIONS:
1. Responsible for the overall supervision of department staff. a. Ensure that appropriate interview and selection processes are established and followed in the department. Personally interview final candidates for positions and work with the Manager and Human Capital Management (HCM) in making final selections. Complete HCM staffing forms and submit to Manager and HCM for final approval. b. Oversee effective completion of quarterly Take 5’s. Work with the Manager in writing and preparing the Take 5’s and participate in conducting evaluation sessions. Regularly communicate with employees regarding their performance and counsel them as needed. c. Monitor workflow in the department. Provide general oversight of daily activities. d. Ensure that personnel are scheduled in an effective and efficient way. e. Create and maintain a positive workplace culture, which includes fostering teamwork. f. Ensure excellent customer service is provided. g. Ensure that employee timecards are reviewed, approved, and turned in to Payroll in an effective, accurate and timely manner. h. Track department Quality Assurance Indicators (QA) and report in a timely manner i. Under the direction of the Manager, oversee and conduct employee counseling and disciplinary actions as needed or appropriate. Recommend dismissal actions and work with management and HCM in determining appropriate actions. j. Ensure that appropriate staff recognition programs are in place. k. Continually assess site staffing levels and needs. Develop staffing strategies to meet needs including scheduling strategies, requests for resources and cost justification. l. Available to work an on-call schedule. m. Approve PTO request forms in accordance with department policy.
2. Be available 24/7 to assist in resolving problems/issues as they may arise such as staffing, downtime, emergency personnel issues, and provider questions.
3. Maintain appropriate channels of communication within the department. a. Provide information to staff regarding individual performance, job expectations, relevant information concerning workload, workflow, process and procedure changes and general information regarding the site and the organization as a whole. b. Provide feedback and coaching to staff regarding their performance and job expectations in a timely and appropriate manner. c. Listen effectively and with the purpose of understanding employee concerns, questions, ideas, and opinions. Actively solicit staff input and feedback. d. Coordinate and conduct department meetings on a regular basis.
4. Ensure all staff have read policy and procedures in the electronic document system. As needed or requested, develop new procedures and special reports.
5. Participate in quality assurance programs to ensure that quality standards are met. Demonstrate ability to constantly improve quality standards. Prepare QA reports as appropriate. Lead, facilitate, and/or participate in quality programs and other process improvement teams as appropriate.
6. Develop, revise, and implement appropriate work systems to meet the needs of the organization and customers. Identify opportunities for new or improved services and work with the Manager to implement as appropriate.
7. Maintain effective communication and coordination with other departments within the organization and with contracted services, hospital units and departments.
8. Assist in the review of hospital policies and procedures that relate to pre-analytical processes. Conduct customer training for hospital employees for things such as ordering and collection/handling of specimens.
9. Actively support and implement department procedures, policies, and strategies to support the corporate vision, values, and strategic plans.
10. Take steps to ensure that the department is in compliance with all relevant regulatory requirements. Communicate potential compliance issues to the Compliance Officer.
11. Assist with any scheduled State or Federal regulatory inspections.
12. Ensure the accuracy and integrity of the company's hospital phlebotomy and CPA department.
13. Oversee outpatient draw site and ensure staff have appropriate working equipment. Monitor volume of outpatient draws. Ensure staff are trained to perform essential functions.
14. Maintain and oversee inventory for front end staff, may be required to approve inventory orders.
15. Respond to and resolve customer complaints from patients, hospital staff and client problems in an effective and timely manner.
16. Keep the Hospital Labs Manager informed of any quality, productivity, TAT, or personnel issues.
17. Performs all duties of department as needed. Able to fill any department positions as workload or staffing requires.
18. Assure that the department is safely performing at a high level of accuracy and productivity. a. Work with the department trainer in monitoring errors for quality assurance. b. Monitor workload and aid when needed during high volume times.c. Review daily productivity and error rates reports and evaluate employee’s performance level. Help employees self-correct in a timely manner. d. Coach and discipline staff when necessary to maintain appropriate QA and Productivity standards. e. Monitor STAT turnaround times. Arrange assistance as needed. f. Assure that safety practices are followed at all times according to hospital and TriCore guidelines. g. Ensure all non-conformities are answered according to guidelines set by the Quality department.
19. Establish, maintain, and document appropriate training and competency programs to ensure that all employees are trained and understand the expectations of the positions.
